A black majority now inhabited Washington, D.C. and the term “Chocolate City” was banded about positively by many, most notably Washington's black AM radio stations WOL-AM and WOOK-AM who took pride in the term and in the high quality funk music being produced in the region. Previously, where Gil Scott-Heron had used the term “White Flight” (the migrations by whites from inner cities to rural areas) negatively, George Clinton thought it better to use the term “Chocolate City” positively. As well as making his point via the title, the album cover depicts the Washington Monument and the Lincoln Memorial as chocolate medallions. How sad that people feel the need for these terms to exist, and for these statements to be made. Content wise, I hear this LP as an improvement on last year's “Up For The Down Stroke”, the provocative title-track and the engaging “Let Me Be”, co-written by Clinton's wife, emerging as the best cuts. The latter comes across like some sort of nightmare Sunday service where Screamin’ Jay Hawkins sings gospel to a demented congregation. They’re an interesting lot and this was well received by the critics - not to mention the mad love from their hardcore Washington, D.C. fanbase!
